Chelsea's initial €35m (£29.5m) offer for Jamie Gittens has been turned down by Borussia Dortmund, as reported by Sky in Germany.
Negotiations are ongoing between the clubs, and a new bid from Chelsea is anticipated.
Borussia Dortmund reportedly seek €50-60m (£42-50m) for the forward.
The England U21 international is eager to join Chelsea and participate in the Club World Cup, with a verbal agreement already in place.
Borussia Dortmund will also compete in this summer's tournament, and Chelsea must finalize the deal by Tuesday's deadline for Gittens to feature in the US.
Chelsea aims to strengthen their winger position after deciding not to permanently sign Jadon Sancho.
The 20-year-old winger was a target in January and, despite losing his starting spot at Dortmund late in the season, remains a top priority on Chelsea's list of eight or nine attacking targets this summer.
