Sunderland has agreed a fee of €33 million (£27.8 million), plus €5 million (£4.2 million) in add-ons, for Jobe Bellingham to join Borussia Dortmund.
The agreement includes a 15 percent sell-on clause.
This fee represents a significant increase from Dortmund's initial €20 million (£16.9 million) bid and will be the highest transfer fee ever received by Sunderland once finalized.
Excluding add-ons, Bellingham will be the second most expensive signing in Borussia Dortmund's history, and with the add-ons, he is expected to become their club-record signing.
